EU SAVE Programme: BOILER SAVELEC Project
The EU SAVE programme (Specific Actions for Vigorous Energy Efficiency) is the union-wide programme dedicated to promoting energy efficiency in industry, commerce and the domestic sector. BOILER SAVELEC is the 10th EU SAVE project that the ECI has been involved in.
Central heating boilers, which account for around two-thirds of the carbon emissions in the domestic sector, primarily use gas, fuel oil or wood to produce heat that is transferred into the house. However, the electricity consumption of central heating (CH) systems has been increasing in recent years. In many installations, more than 10% of the energy balance may be used to run the auxiliary components (eg pump, fan and controls), using electricity. In terms of the proportion of primary energy used, CO2 emissions or cost to the consumer, this 10% is doubled, since electricity is much more expensive than gas or oil and the CO2 emission factor for electricity (averaged across the EU) is also much higher.
The overall objective of the project is to initiate the decrease in electric consumption of CH systems with several complementary actions (and corresponding work packages):
- The establishment of a measurement method for electricity consumption in typical heating systems in EU homes
- The provision of information to consumers and installers
- The establishment of a list of technological solutions for decreasing electric consumption and an evaluation of their effect
- The assessment of various policy options and their impact on the overall electricity consumption of domestic central heating systems in the EU.
A subsidiary objective is to demonstrate the feasibility of technologies that can be used in remote areas far from the electricity net or in areas where the electricity distribution is subject to problems.
The research will be undertaken by 12 organisations across Europe, led by the Danish Gas Centre.
The ECI is responsible for undertaking an assessment of the various policy options and the overall likely impact on electricity consumption and emissions in the EU.
