Competition for the Poor

Competition for the Poor is the outcome of research commissioned by the Director General of Electricity Supply in Northern Ireland (Douglas McIldoon) to obtain advice on how to achiev e full supply competition in the domestic sector, without weakening the most vulnerable households in Northern Ireland. The report reviews the effect that liberalisation in GB has had on the fuel poor, particularly identifying where opportunities for benefiting the fuel poor have been missed. The situation in Northern Ireland is assessed and the possible impacts on the fuel poor are discussed. From this, recommendations about how Northern Ireland could maximise the benefits to the fuel poor through liberal istion are suggested.:
